A paper mill that has been a cornerstone of Chillicothe’s economy for centuries is set to shut down by August 10, marking the end of an era for the community. The closure comes just weeks after Pixelle Specialty Solutions announced it would remain open through 2025, leaving workers and local leaders grappling with the sudden reversal.

A Sudden Shift in Plans

In April, Pixelle filed a WARN notice stating that it would begin laying off approximately 800 employees and shutting down operations in June. The announcement sparked backlash, including a strong response from Senator Bernie Moreno, who criticized the decision as prioritizing profits over people. Following public pressure, Pixelle temporarily paused the closure, stating it would continue operations through 2025.

However, the company has now confirmed that declining staffing levels and reduced customer demand have made further delays impossible. The updated notice states that the mill will officially cease operations by August 10.

Support for Impacted Workers

Pixelle has pledged to assist employees with career transition services and job placement programs. Additionally, JobsOhio has identified 4,500 job openings within a 45-minute radius and plans to provide automation and robotics training to help displaced workers find new opportunities.

The Chillicothe Chamber of Commerce has also stepped in, assuring the community that efforts are underway to secure a positive path forward. The chamber emphasized the importance of transferring the 460-acre mill property into local hands to ensure long-term redevelopment that benefits the region.

The Future of the Mill Site

While Pixelle continues to explore potential buyers, the company is preparing for a full shutdown if no qualified buyer emerges. If a sale does not occur, the property will be transferred to JobsOhio or another government entity for redevelopment.

Local leaders remain hopeful that the site can be repurposed to bring new economic opportunities to Chillicothe. The chamber has expressed optimism that the transition will ultimately lead to revitalization efforts that strengthen the community.
